Operational Cooperation Program between Hikari and GWA for Help Care workers in Singapore

Scope of Cooperation

The following outlines the division of duties within the scope of this cooperation.

Duties and Responsibilities of GWA

  1. Collaborate with manpower agencies in Singapore
  2. Request and obtain job vacancies in the help care sector from partner manpower agencies in Singapore
  3. Recruit and source candidates for help care positions in Singapore
  4. Send 7–10 participants each month to receive standard English training and workplace culture education for Singapore
  5. Assist with administrative processes and job placement after participants arrive in Singapore

Duties and Responsibilities of Hikari

  1. Provide education and training for 3 days with materials on Baby and Elderly Care
  2. Provide accommodation or dormitory for participants for 3 days or during the training period
  3. Collaborate with P3MI in Indonesia in handling immigration documents for participants’ deployment to Singapore
  4. Escort participants to Soekarno-Hatta Airport prior to their departure to Singapore
  5. Prepare and report weekly progress on training and document completion to GWA

The operational costs arising from this cooperation program are as follows:

Investment & Payment Scheme

Proposed Payment Terms

Considering that Hikari has cooperation responsibilities with the P3MI partner, the proposed technical payment can be made at 50% of the total investment cost of the program.

Note

Regarding GWA’s proposal to settle the P3MI fees 3 days after the participants begin working in Singapore, Hikari has not yet communicated this to the P3MI partner, as it is certain that they would reject such terms.

Therefore, Hikari proposes a payment scheme of 50% of the total investment cost (IDR 6,215,000). This approach allows Hikari to negotiate with P3MI by offering an initial down payment, with the remaining balance to be paid 3 days after the participants commence work in Singapore.

The success fee proposed by Hikari for this operational cooperation is:

A minimum of one month’s salary of the participant, to be paid by GWA to Hikari no later than one month after the participant starts working in Singapore and receives their salary.

If GWA encounters difficulties in sourcing candidates or participants, Hikari is willing to assist GWA in the recruitment process with an additional fee of Rp 2,000,000 per participant.
